County website redesign underway; MIS plans tentative fall 2025 rollout with Catalyst

County MIS staff and the county administrator updated the committee March 13 on a planned redesign of the Richland County website and a tentative fall 2025 rollout.
Derek (Interim Administrator) said Miss Scott has retired and Jason is now the county’s MIS director; Jason and his team are converting a revised design into a functioning site. The design work will be turned over to developers (Catalyst) for coding, and staff said the target for a public rollout is fall 2025, with a possibility of earlier delivery.
Committee members, including Supervisor Carroll, asked for assurance they will have input on functionality and that departments will be consulted before rollout so department heads can identify needs such as online zoning applications and the ability to upload agendas. Staff said the base site is still under development and departments will be consulted before adding department-specific features; the county expects that 2025 will include phased work on upload features and departmental pages.
No formal action was taken; staff committed to continuing development and to providing departments opportunities for feedback as the project reaches functional mock-up stages.
