The Richland County Executive Finance Committee voted March 2025 to send a resolution to the full county board to appropriate money to several county accounts after unanticipated expenses and lower-than-expected revenues.
Committee members said the largest requested transfer covers additional expenses tied to county-owned buildings the county assumed responsibility for; committee staff said those costs were not fully known when the 2024 budget was prepared and additional funding was needed to avoid starting 2025 with deficiencies. Committee staff explained that the appropriation restores prior-year balances that carry over from year to year.
Committee staff described two smaller appropriations: one to cover a shortfall in county-fair revenues after a cold-weather weekend and unforeseen repairs, and one to cover a modest shortfall in the dog-license fund. Staff said the fair shortfall was driven by weather and by unexpected maintenance and repair bills (water lines, electrical and structural items) that had to be addressed before fair operations could begin. The dog-license fund was described as under budget by several hundred dollars because fewer licenses were purchased than forecast.
Manning moved to forward the resolution to the full county board; Cooley seconded. The committee advanced the measure by voice vote; no recorded roll-call tally was provided in the meeting record.
Committee members said staff can provide a detailed breakdown of the supplemental expenses on request. No amendments were offered at the committee meeting.
The resolution will next appear on the full county board agenda for final action.
