Richland County awards riprap contracts for Shriver and adjacent mobile site to Wanless after public bid opening

On March 27, 2024, a Richland County committee opened three competitive bids and approved a contract award to Wanless (listed in the bid documents as Wanless Escalating/Lawnless) for riprap and bank protection work at the Shriver site and an adjacent city-owned mobile-site, the committee announced during its public meeting.
Committee members said the work is intended to protect trail banks near the Shriver location and a city parcel just past the footbridge. The county opened three sealed bids in public: Wanless at $15,993.40 for the Shriver site and $16,497.00 for the mobile site; WS Trucking and Construction (Aldonia, Minnesota) at $48,304.85 for the Shriver site and $45,002.50 for the mobile site; and a third bidder listed in the packet (Left Team Estimating / Mike Webb) at $28,480.00 for the Shriver site and $25,720.00 for the mobile site. The bids included proof-of-insurance documentation, which staff confirmed was received.
After staff review, the committee moved to accept the Wanless bid for both locations. Committee member John Collins moved to accept the Wanless bids and Scott Gall seconded; the committee approved the motion by voice vote.
Members raised implementation details before final contracting. A committee member urged staff to contact the adjacent private landowner because a recent land purchase could affect access and future maintenance; members also discussed the possibility of securing easements. Committee discussion emphasized that the riprap work is funded through a segregated Department of Natural Resources (DNR) grant account, comprised of snowmobile registration dollars and a recreational gasoline excise mechanism, and that the typical process involves the county paying invoices initially and submitting them for grant reimbursement. Staff noted that, because of that reimbursement workflow, county taxpayer dollars may be used up front and then reimbursed by the grant.
Next steps set out at the meeting included completing contract paperwork with the selected bidder and coordinating site access with the private landowner and city staff. The county did not set a firm construction start date during the meeting.
