County reports higher use and positive feedback after on-site employee clinic opens

County staff reported early results from the new on-site employee clinic operated by Astia. The Lakeview campus clinic (opened Feb. 24) provides primary care, urgent care, basic labs and imaging, minor procedures and some prescriptions, and Astia assumed pre-employment physicals and drug screens.
Human Resources Director Molly (Human Resources identified in transcript) said Astia opened three near-site clinics in late 2024 (Weston, Abbotsford and Marshfield) and then launched the Lakeview on-site clinic in February. She said utilization has increased: the previous clinic provider averaged about 76 appointments per month; Astia is averaging about 100 visits per month in recent months.
Molly said feedback from employees has been positive and that some services (lab, imaging and certain prescriptions) are covered through a partnership with the county’s insurer, GHT. GHT is covering about 55% of the county’s per-member-per-month clinic costs and also covers lab and imaging fees and some medications; the county covers the remaining costs (roughly 45%).
Staff said the county remains fully insured through GHT while using the clinic and that anticipated cost savings would be realized in future plan renewals or through plan-design changes or a potential future move to self-insurance. Molly said staff will return with utilization and financial data in future updates so the board can evaluate longer-term cost containment options.
Next steps: staff will continue to monitor utilization, report back to the committee with data on employee engagement and cost trends, and proceed to finalize a formal contract with Astia.
