County reports first use of BidExpress online bidding; asphalt and milling bids rise about 3%

Marathon County highway staff reported March 13 that the department used the BidExpress electronic bidding platform for the first time this year and that bid results show modest price increases compared with the previous year.
Staff said county procurement language was updated with county corporation counsel to permit secure online bidding. Bidders entered prices through the platform; the county performed a public reading of bids at the advertised opening time in keeping with procurement rules. Staff reported that vendor participation was similar to prior years and that bid tabulations are available in the committee packet.
On the bid results, staff said asphalt prices were roughly 3% higher than last year on average. Pulverizing and milling costs were also about 3% higher on average. Staff noted the electronic platform has streamlined tabulation and distribution of bid information but that the department is working through the platform’s nuances.
Committee members asked about bidder participation and survey costs; staff said participation remained comparable to prior years and said they would supply specific survey-cost figures on request.
