The Kewaunee County Finance Committee voted to table action on the proposed sale of a roughly 1-acre parcel in the Town of Lincoln after staff said they needed to investigate whether the landlocked parcel has access rights or would require an easement.
Staff presented two maps showing the parcel, described as a long rectangular, landlocked strip inside a farm field just off Town Line Road. Committee members noted that a landlocked parcel can have limited market value and may require negotiation with adjacent landowners or a court-ordered access order before sale.
During discussion staff said statewide average farmland prices last year ranged roughly between $7,000 and $8,000 per acre; staff suggested a low opening price in the $3,000โ$5,000 range to attract bidders if the county pursued an auction. Some committee members argued a direct sale to an adjacent owner might be simpler; others recommended auctioning for transparency. The committee agreed the first step is to determine legal barriers to sale. The motion to table directs staff to research easements and legal constraints and return with recommendations. The motion carried on a voice vote.
