The Historic Landmarks Preservation Commission on March 6 approved an amendment to its application form to make submission requirements clearer and to support the city’s upcoming online intake platform. Commissioners and staff said the revisions aim to reduce incomplete applications, standardize documentation and provide applicants with clearer guidance on common exterior work such as window restoration, brick cleaning and limited demolition.
Planning staff said the revised form includes: checkboxes that route applicants to only the sections they need; clearer photo instructions with required numbering keyed to elevations; a renamed window section (replace “sash” with “window”) to avoid confusion; suggested guidance or links about accepted brick‑cleaning methods (Secretary of the Interior guidance referenced for applicant education); an explicit prompt about whether an applicant seeks tax‑abatement benefits; and reordering of demolition questions lower in the form to emphasize demolition as a last resort.
Commissioners also discussed online intake behavior: the new software will block incomplete sections and prompt applicants to add missing items before continuing. Staff said that approach will reduce repeated returns for missing documentation and speed the first‑review process. The commission voted to approve the amended application and asked staff to finalize edits and circulate the updated form to the commission and to the public.
