Human Services staff warn SNAP, Medicaid and contract changes could strain county services

Miss Winter, representing Dunn County Department of Human Services, told the board that the department is watching federal and state budget proposals that could affect SNAP, Medicaid and social-service block grant funding — program areas that support meals for seniors, school food programs, food share and other direct services. Winter said local mental‑health clinics are already seeing increased demand and that uncertainty is affecting both clients and staff.
Winter noted the governor’s budget included a proposal to backfill additional costs related to youth placements at Lincoln Hills, though she cautioned that legislative processes remain and county impacts are not yet certain. She said the department continues to manage high placement costs and that some 2024 grant and donation funds will be carried forward to 2025 to finish planned work.
Winter reminded the board that many state contracts require equity and nondiscrimination language and that the open-records request from the state GOAT Committee will touch multiple county departments and contracts; she said the county will work with counsel and the Wisconsin Counties Association to comply and to estimate staff time and cost required to gather records.
The board reviewed financial summaries and staff described year‑end carryovers and expected adjustments; later in the meeting the board acted on several budget and carryforward resolutions (see Votes at a glance).
