Finance committee approves applying ARPA balance to $800,000 health-insurance shortfall

The Ashland County Finance Committee voted to apply the balance of ARPA funds to an estimated $800,000 shortfall in the county’s self-insured health-insurance account.
An administrator told the committee that, because the county’s ARPA allocation is below $10 million, the county can claim lost revenue as a blanket and report spending for the period; he recommended using ARPA/LATCF resources to close the health-insurance deficit as part of the 2024 closeout filing.
A committee member moved to “apply the balance of ARPA funds to the $800,000 health insurance debt” and another member seconded. The committee approved the motion by voice vote; the chair said the motion carries.
Staff said they will reflect the expenditure when filing the county’s federal ARPA report expected in April and will show that the funds were spent as of the end of 2024.
