Planning commission recommends rezoning 191 Commerce Center Boulevard to light industrial, declines local public hearing

The Troy Planning Commission voted unanimously March 26 to recommend that City Council rezone portions of 191 Commerce Center Boulevard to M-2 (Light Industrial) and voted not to hold a separate public hearing before the commission.
Planning Department staff described the application as a request from an applicant identified as Mr. Sweeney to rezone a single 29-acre parcel that currently contains three zoning districts: R-4 (single-family residential), OC-1 (office commercial) and M-2 (light industrial). "It's important to note that 23 of the 29 acres of land is currently M-2 light industrial," staff said, adding that the city's recently adopted comprehensive plan shows the site as future industrial.
Staff told commissioners the proposed rezoning is consistent with the intent of the zoning code, comparable to adjacent zoning to the north, and consistent with the comprehensive plan. The staff report noted that required buffers and stormwater detention will remain part of any future development, saying the buffering requirement is included in the city's subdivision regulations and that developers have been advised.
Commissioners first voted that the commission would not hold a public hearing on the application; staff said property owners within 250 feet will be notified before the required council hearing. The commission then took a separate vote to forward a positive recommendation to City Council on rezoning the parcel's OC-1 and R-4 portions to M-2.
Both votes were unanimous on roll call. For the vote not to hold a local public hearing, commissioners recorded Yes votes from Mr. Wilkie, Mrs. Erlich, Mr. Titterington, Mayer, Mr. Westmeyer and Mr. McGarry; the motion passed. On the recommendation to City Council, the roll call recorded Yes votes from Mrs. Erlich, Mr. Titterington, Mayer, Mr. Westmeyer, Mr. McGarry and Mr. Wilkie; the motion was approved.
The staff report referenced Exhibit A (zoning map) and Exhibit B (a zoomed view of the comprehensive plan's future land-use map). Staff concluded its presentation by recommending the commission provide a positive recommendation to City Council; no speakers from the public spoke on the item during the commission meeting.
Next steps: City Council must hold the required public hearing before taking final action on the rezoning request.
