Commission approves employee residence agreement at Bowers Mansion Regional Park for longtime parks employee

Aaron Smith, Division Director of Operations, presented a proposed employee residence agreement with Andrew (Andy) Brown, a Community Services Department operations employee, to occupy a county-owned single-family residence adjacent to Bowers Mansion Regional Park. Smith clarified the residence is not the historic mansion itself but the county-owned home next door.
Under the agreement Brown would provide caretaker responsibilities — unscheduled responses to alarms and emergency calls to the park at all hours; opening and closing gates; responding to issues during nights and weekends; and responding to citizen inquiries and calls for law enforcement or emergency responders. The agreement specifies a $500 security deposit and that security services provided by Brown will be accepted in lieu of monthly rent.
Commissioners discussed Mr. Brown’s prior residency (his Davis Creek residence was destroyed in the Davis fire) and asked whether the county still intends to rebuild the Davis Creek residence; staff confirmed the county intends to rebuild once the insurance adjustment and capital project work are complete. Commissioner Joel praised the arrangement as increasing on-site presence and public safety. Commissioner Tim Dake moved to approve the agreement and Commissioner Mark Newman seconded; the motion carried by voice vote.
