PURA approves disaggregation of East Lyme High School solar from CEFIA commercial aggregation

The Public Utilities Regulatory Authority on Feb. 19 approved a decision to disaggregate the Constellation/LSC-owned East Lyme High School solar generation facility from the CEFIA Commercial Aggregation, clearing the way for the system owner to seek a new Class 1 renewable energy certification.
Authority staff presented a record showing that earlier decisions (docket 090436 and a later decision dated July 18, 2013) had qualified the East Lyme site as a Class 1 renewable energy source when it was part of a CFIA aggregation. Staff said the Clean Energy Finance and Investment Authority (CFIA), now operating as the Connecticut Green Bank, previously aggregated 45 Class 1 facilities for compliance purposes. In a motion dated June 17, 2024, Luminance Solar Connecticut, LLC (LSC) asked the Authority to remove the East Lyme facility from that aggregation after the Connecticut Green Bank notified Constellation that a 15-year agreement between the bank and Constellation had expired on Sept. 12, 2023.
The Authorityrecord states the expired agreement transferred ownership of rights to renewable energy credits (RECs) produced by the facility to Constellation as system owner. Staff recommended adoption of a decision that acknowledges the expiration of the Connecticut Green BankConstellation agreement, approves the disaggregation, and finds the facility eligible to apply for a new Class 1 renewable energy source certification as a solar generation facility. Staff also noted LSC may apply for certification using LSC's GIS ID.
The panel regularly moved and seconded adoption of the decision and took a roll call. The chair declared the decision adopted.
What happens next: LSC, as the applicant and affiliate of Constellation, may submit a Class 1 certification application for the East Lyme facility to the Authority using the stated GIS ID; the Authoritystaff recommendation and the decision provide the administrative basis for that filing.
