PURA denies Winchester Office LLC submetering application, finds unauthorized metering occurred

Authority staff attorney Arthur Lefebvre told the panel the company applied for approval of traditional electric submetering and the matter was delegated to the Office of Education, Outreach and Enforcement. Staff reviewed the application and the company's interrogatory responses under statutes and regulations referenced by staff. The authority found that while the company consented to the authority's jurisdiction and is eligible to submeter, it did not satisfy all statutory and authority requirements. The authority further found the company engaged in unauthorized submetering of electricity for a minimum of four months from June 21 to Oct. 24, 2023.
The authority denied the application and staff recommended adoption of the decision. The commissioners voted to adopt the decision denying the submetering application.
