PURA adopts interim interconnection reforms to speed clean-energy connections

The Public Utilities Regulatory Authority on March 26 adopted an interim decision in docket 250127 that implements 19 consensus recommendations from a 100-day Interconnection Sprint intended to reduce delays in connecting distributed generation and smart-inverter technologies.
The changes, adopted in an interim decision presented by authority staff, aim to shorten study timelines and create distinct review tracks for projects of different sizes. The authority will consider remaining proposals after additional cost estimates from electric distribution companies, with a final decision scheduled for Aug. 20, 2025.
Authority staff member Christopher Arpan told the panel the interim decision implements "19 consensus recommendations outlined in the 100 day Sprint Report." He highlighted three items the authority adopted or modified: raising the residential interconnection threshold in Proposal 1 from 25 kilowatts to 50 kilowatts; creating an expedited interconnection track for commercial projects smaller than 500 kilowatts in Proposal 3; and requiring electric distribution companies to develop plans to integrate flexible interconnection technologies such as smart inverters by March 15, 2026 in Proposal 29.
Arpan said the working group submitted 44 proposals during the sprint; 26 received consensus support, 18 did not. The authority adopted 19 consensus proposals in whole or with modification and deferred consideration of proposals 5, 7, 8, 11, 12 and 13 pending cost estimates from the EDCs.
The interim decision directs stakeholder and EDC implementation steps. Staff recommended approval of the interim decision, and the commissioners voted to adopt it.
The authority said the adopted changes are intended to reduce interconnection upgrade costs, speed processing timelines and expand hosting capacity to support Connecticut's clean-energy goals. The decision is interim; the authority will publish a final decision after the outstanding cost information is filed and reviewed.
