Committee clears bill clarifying Idaho ID requirement for homeowner's exemption; sends to the floor

Representative Jeff Ehlers (R–District 21, Meridian) asked the House Revenue and Taxation Committee to send House Bill 316 to the floor with a due-pass recommendation after explaining the bill clarifies identification requirements for the homeowners exemption.
"There is some confusion about what type of identification we needed. So this clears it up that you need an Idaho identification with some exceptions," Ehlers said. He told the committee the bill preserves an existing active‑military exception and extends a 90‑day period for people who recently moved to Idaho to obtain an Idaho ID and then submit it.
Brad Smith, chief deputy assessor in the Ada County Assessor's Office, provided remote written testimony read to the committee and said the assessor's office "expresses our strong support for H 3 16." Smith told the committee that Ada County administers over 137,000 homestead exemptions and that HB316 would give the office tools "to ensure that these exemptions are granted exclusively to Idaho residents, strengthening the integrity of the program and upholding the intent of the law." He urged committee support.
Representative Raymond moved that the committee send House Bill 316 to the floor with a due‑pass recommendation. Representative Birch asked whether the 90‑day allowance might create unintended problems for recent movers; Ehlers (answering) said the bill gives newcomers 90 days to obtain Idaho identification and should not hold up closings because they can submit their Idaho license afterward.
There was no other public testimony at the committee meeting. The motion to send HB316 to the floor with a due‑pass recommendation carried by voice vote.
