Committee advances bill making water-assessment liens first in priority (except tax deeds)

The House Resources and Conservation Committee voted to advance Senate Bill 1082 after Representative Gerald Raymond said the bill clarifies lien priority for water assessments and brings one type of irrigation district into parity with others.
“Basically, what this piece of legislation does is allows for the assessment of the ... water assessments to be placed as a lien against, you can place a lien against that and this lien would be in first place against any other lien regardless of whether that, where that lien is in time with exception of a tax deed,” Raymond told the committee. He described the measure as “language clean up making it consistent with other liens of other, of the similar types.”
Representative Raybould moved the committee to send SB 1082 to the floor with a due-pass recommendation; the motion passed on a voice vote. No public testimony opposed the bill in the transcript.
