Representative Stephanie Mickelson, Bonneville County, said the bill addresses situations when small groundwater districts join existing districts and “we may need more seats and we may need ways to change the boundaries within those seats.” She also said the bill changes timing for filing lien assessments because a January 1 deadline in current language was too tight.
Representative Raybould moved to send the bill to the floor with a due-pass recommendation; the committee approved the motion by voice vote and the chair recorded the ayes. No amendments or budget implications were discussed during the committee action.
Representative Mickelson said the bill bundles governance fixes with timing changes to ensure counties and district officials can meet filing deadlines.
The bill will proceed to the full House.
