Representative Stephanie Mickelson, who represents Legislative District 32 in Bonneville County, told the committee the resolution “is basically what was negotiated over the course of the summer between the surface water coalition and the ground water users and they wanted to make sure that they had a concurrent resolution to solidify what they had agreed between the groups.”
The committee chair opened the floor for a motion and Representative Shepherd moved to send the resolution to the House with a due-pass recommendation. After brief procedural discussion about quorum and seating, the committee approved the motion by voice vote; the chair declared “The ayes have it.”
No statutes, dates, or implementation steps were discussed during the committee action. The resolution was handled as a single, noncontroversial item and moved forward to the House.
