Board approves rezoning, appointments, contracts, purchases and permits in 6-0 votes

The Board of Mayor and Aldermen of Tullahoma approved a series of routine and project-specific actions at its March meeting, including two rezonings, the appointment of an airport authority member, a one-year extension to an existing paving contract, and multiple departmental purchases and grants.

The board unanimously passed Ordinance 1644 to rezone a parcel at 310 South Anderson Street from General Commercial (C-2) to Neighborhood Commercial (C-3) on second and final reading. It also approved Ordinance 1645 to rezone a parcel at 0 Kings Lane from High Density Residential (R-3) to General Commercial (C-2). Both ordinances passed on voice vote, 6-0.

On appointments, the board filled a five-year term on the Tullahoma Airport Authority by appointing Ralph Bard. Bard told the board he has lived in Tullahoma since 1989 and has about 4,000 hours of flight time. The board cast recorded votes during the appointment process; the outcome was an appointment of Bard to the seat.

The board approved a third-year extension option on the FY2023 paving contract with Rogers Group Inc., citing the company’s responsiveness and flexibility on recent city projects. The extension was approved on a 6-0 vote.

Several department purchases and grant applications were approved, each by unanimous vote: - Parks & Recreation: purchase of two 10-ton split HVAC units at $59,750 from Roscoe Brown Heating and Cooling, to be paid from reserves/budgeted funds, approved 6-0. - Police: authorization to apply for a Tennessee Highway Safety Office impaired driving enforcement reimbursement grant of up to $35,300, approved 6-0. - Police: purchase of six rugged laptops from Waypoint for patrol cars at a quoted price of $15,433 (not to exceed $18,000), approved 6-0.

The board also approved accepting a community assistance project application with the Tennessee Army National Guard for Wagner Park (see separate article), and approved accepting the surplus and waiver for K-9 “Storm,” allowing the handler to assume care (see separate article). Beer-board approvals for an off-premises beer permit and special-event permits (with a fee waiver for certain nonprofit events) were also granted, each on 6-0 votes.

The board approved the administrative resolution (Resolution 2021) to round property tax payments (rounding up or down for bookkeeping/customer-service reasons), following staff explanation and a motion; the resolution passed 6-0.
