Council moves Beavercreek rezoning for 55‑home PUD to second reading after heavy public opposition

Beavercreek City Council on March 20 advanced an application to rezone 25.195 acres at 4040 Graham Drive from A‑1/A‑1R to an R‑PUD (residential planned unit development), with a council amendment limiting the project to no more than 55 houses and sending the ordinance to a second reading.

The applicant, Brian Hosel, land acquisition manager for Miranda Homes, told council the proposal calls for 55 single‑family detached lots at a maximum density of 2.25 dwellings per acre. “We're requesting a max density of 2.25 per acre,” Hosel said, and described plans for a mix of one‑ and two‑story homes intended to serve downsizing buyers and families.

Staff and the planning commission recommended approval of the rezoning at the council public hearing stage. A staff presentation described the PUD process as two steps: rezoning (this phase) and a later specific site‑plan review that will address engineering, stormwater design and final architecture. Staff proposed and council later adopted an additional condition stating the PUD’s maximum number of houses shall be 55 to lock the applicant’s concept into the rezoning action.
