County Engineer Justin Sorum opened bids for a contract that combines three box‑culvert replacement projects in Comstock (County Road 51), Elkton Township and Goose Prairie Township and read six bids into the record at the March 25 Clay County Board meeting.
Sorum said the engineer’s estimate for the combined contract was $720,107.00. He read the six bids, which included: Tonheim Construction LLC at $863,579.16; Central Specialties Inc. at $860,504.50; Saline Brothers Inc. at $842,898.00; Glayton Construction Inc. at $764,127.90; Midwest Contracting LLC at $728,187.50; and Cool Excavating LLC at $644,745.50. Sorum confirmed each bidder submitted a 5% bid bond and that bids were in order for award review.
A commissioner moved to award the contract at $644,745.50 for SAP 014‑598‑079, SAP 014‑599‑105 and SAP 014‑599‑114 and the motion was seconded. The board then took a roll‑call vote and recorded the motion as approved. Commissioners noted the low bid came in well below the engineer’s estimate.
The board recorded the award and directed county staff to complete contract documents and notify the successful bidder. The contract includes the three SAP project numbers read into the record.
Ending: County staff will finalize award paperwork and return vendor contracts to the board as required by procurement procedures.
