County presents 2024 annual progress reports for general plan and housing element

Community Development presented highlights of Lake County’s 2024 General Plan and Housing Element annual progress reports, including development permit counts, partial progress toward RHNA targets and ongoing components of the 2050 general plan update.
County planners presented the 2024 annual progress reports for the 2008 General Plan and the 2019–2027 Housing Element and summarized work toward the county’s RHNA (Regional Housing Needs Allocation) numbers.
Senior planner Laura Hall reported 28 entitlement applications, 85 entitlement permits issued, 81 building permits and 26 certificates of occupancy issued in 2024. Hall said the county has recorded some progress against its 2019–2027 RHNA numbers: to date the county has met a portion of its allocation in each income band (very low, low, moderate and above‑moderate), but additional units are required to meet the full RHNA allocation for the cycle.
Staff also summarized planning work on the 2050 general plan update, including general plan advisory committee meetings, multiple local area plan advisory committee sessions and preparation of environmental review. Hall said staff is using 2024 LEAP grant funds to support general plan update work and a housing action and implementation plan that will inform the housing element update.
The board took no formal action; staff said they will complete the annual reports required by the state and continue work on the 2050 general plan update and related studies.
