The Board of Supervisors, sitting as the Board of Housing Commissioners, voted to approve the Lake County Housing Commission’s 2025 Housing Choice Voucher administrative plan and authorized the chair to sign HUD forms HUD‑577‑CR and HUD‑577‑SL (civil-rights certifications).
Teresa Wold, program coordinator for Lake County housing, presented the administrative plan, explaining the plan is the PHA’s policy and procedure manual and that the county followed a 45‑day public comment period and a resident-advisory public hearing on Feb. 24. Wold said last year’s admin plan underwent a major revision to address the Housing Opportunity Through Modernization Act (HOPMA) and that the 2025 update includes HUD-required revisions plus local changes.
Board members asked a procedural question about signatures on HUD forms dated with an expired form date; county staff said HUD has not supplied revised versions and the existing forms can be submitted.
After public comment and questions, the board approved the administrative plan and authorized the chair to sign the HUD civil-rights forms; the motion carried 4-0-0.
