House Bill 826, a clarifying measure tied to last year’s parental bill of rights, was approved by the Civil Justice Subcommittee and will go to full judiciary. Representative Faison told the committee the bill addresses outstanding questions about children needing emergency care at school, removal for religious reasons, and permission for recording students for certain purposes.
"Last year Senator Hill and I passed a bill called the parental bill of rights. It left some questions as it deals with children who need emergency care at school," Representative Faison said, adding that the current measure ‘‘is a clarification bill just to make sure all that's clarified from last year." The subcommittee adopted amendment 5320 and then voted 6-0 to forward the bill.
Committee members asked clarifying questions about the recording provisions and privacy concerns. Representative Dave Stewart thanked the sponsor and said he appreciated the clarification on videotaping and recording to protect students in sensitive family situations. The clerk recorded six ayes, zero noes; the bill will be considered by the full judiciary committee as amended.
