Commissioners approve conditional rezoning for boat, RV and storage facility on Highway 8

The Davidson County Board of Commissioners on Monday approved a conditional zoning request to allow a boat/RV storage and self‑storage facility on property along North Carolina Highway 8.
Developer Matt Kostelec told the board his plan calls for climate‑controlled storage buildings and covered canopy parking for boats and RVs, paved drive aisles, a gated entrance and landscaping buffers. “We want to provide a safe and secure site for people to store their vehicles and their boats and their RVs,” Kostelec said during the public hearing.
Staff informed the board that the application originally covered an entire deeded parcel but that the portion before the board is about 8.94 acres on the west side of NC‑8. Staff said the applicant received a positive Planning Board recommendation after a remand to address parking concerns, and staff recommended approval because the parcel is contiguous with existing Highway Commercial zoning and because land‑use conditions in the area are changing.
Lee (staff name recorded as Lee in the transcript) summarized proposed conditions that would be part of the conditional zoning: motorized front gate, full perimeter fencing, landscaping buffer around fenced roadsides, lighting focused within the property, NC Department of Transportation driveway access (or DOT‑required alternative), and an erosion control plan prepared by a licensed civil engineer. Staff also noted nearby developments including Gracie Meadows subdivision and existing Highway Commercial uses to the south.
No members of the public spoke in favor or opposition at the hearing. A commissioner moved and seconded the motion to approve the rezoning and adopt a statement of consistency; the board voted in favor and the motion carried.
The developer said the buildings would feature brick facades on building exteriors, decorative aluminum up front and chain link along sides, and that pavement and concrete slabs would be used for drive aisles and building pads. Kostelec said the facility would be fully gated.
The board’s action approved the application as a conditional zoning district change from RA2 (Rural Agricultural District) to CZHC (Conditional Zoning Highway Commercial District) and directed staff to include the stated conditions in the zoning authorization.
