House Corrections and Institutions committee approves draft 5.1 of capital bill, sends it to Appropriations

The House Corrections and Institutions Committee voted to pass draft 5.1 of the state capital bill and will present the bill to the House Appropriations Committee at 9 a.m. the following day.

Committee Chair opened the meeting and said the panel was working from what members expected would be a final version of the capital bill. John Gray, Office of Legislative Council, summarized technical edits to draft 5.1, saying, "Just a few changes here in draft 5.1," including punctuation changes and several text clarifications such as replacing generic references to "underwater preserves" with "Vermont underwater historic preserves."

The committee also reviewed reallocations and the bill's "notwithstanding" language that preserves older, unspent appropriations for certain projects. Members discussed an itemized list of previous capital projects whose unexpended balances are being reallocated or — in a small number of cases identified in the bill's J subsection — allowed to remain with their original entities despite being more than five years old. The chair summarized the committee's role on reallocations and said members who worked on that piece had vetted the items and testimony from agencies.

Members discussed cash fund language and transfers from the general fund into the capital infrastructure cash fund. The transcript records a transfer amount referenced verbally as "7542469" from the general fund to the capital infrastructure fund. Committee members also reviewed a series of project-level allocations for agencies and institutions, including Bond and cash splits for maintenance and construction projects and allocations to the veterans home, university system and state colleges.

In discussion preceding the vote members raised or recorded the following specifics: reallocation of $58,000 to a Middlesex printing/postal project; prior-year appropriations being shifted among projects (examples discussed included state-house repointing and a 3‑acre parcel with staggered funding across fiscal years); appropriations and design/construction line edits for Department of Buildings & General Services and Department of Corrections projects; UVM and state colleges capitalization set at $1,500,000 in a noted fiscal year; a $10,000,000 placeholder in the capital plan for clean-water allocations to be set later by the Clean Water Fund Board; VHCB allocations cited at $2,800,000 total; an $8,000,000 cash allocation referenced for White River courthouse work (with roughly $6,000,000 already appropriated), and a past $100,000 appropriation the Sergeant at Arms sought to replenish after purchasing portable x‑ray screening machines used for temporary event security. Where dollar amounts were read aloud during the meeting the committee discussion recorded those figures; the meeting did not create new statutory language or alter external agencies' decision processes.

The committee directed staff and members to finalize scripts and presenter notes for the Appropriations hearing and to copy drafting operations on any courtesy materials sent to outside offices. The committee scheduled attendance at the Appropriations hearing and advised members that testimony and questions at Appropriations could include amendments.

The committee-approved draft 5.1 will appear on the House floor for first reading, after which it will be referred to Appropriations according to the usual legislative process. The committee did not take separate final votes on individual line items during this meeting; the single committee motion forwarded the entire draft 5.1 package.
