Martinsville council adopts second reading to add omitted notes to zoning tables (Ordinance 2024-1898)

The Martinsville Common Council on March 24 completed a second reading and approved Ordinance 2024-1898, an amendment to Martinsville City Code 94 (zoning and subdivisions, Article 16) to add notes to a miscellaneous table that had been omitted from an earlier approval.
City staff said the ordinance restores a “notes to table” section that was intended to accompany an amendment passed last fall but was left out of the final language. A staff presenter said the rest of the ordinance text remains the same as what the council previously approved and that the amendment only adds the missing table notes.
A council member moved to approve the ordinance on second reading and the motion was seconded. A roll call was not read aloud during the second-reading vote at the meeting; the presiding officer called for the voice vote and the motion carried.
Council members discussed that the sign committee may pursue fee or permit changes for temporary signs at a later date; staff confirmed those changes would be the subject of a separate ordinance if the committee recommends them.
The ordinance was adopted on second reading with no further amendments recorded at the March 24 meeting.
