Festus council approves annexation ordinance (Bill 48-11) for three Scenic Drive lots

City staff reported that the owners of three lots on Scenic Drive requested annexation; the lots are on the left side of the road heading north and are intended to be combined to build homes. "We were approached by the respective property owners, the 3 lots on scenic," a staff member said during the staff report, adding the properties lie just outside current city limits.
Council members asked clarifying questions about location and existing clearing at the site. Staff confirmed the parcels are adjacent to a development where woods are being cleared and said the annexation is a standard process to permit future construction within the city limits.
The council suspended rules to read the ordinance a second time and voted to adopt Bill 48-11. The ordinance states the city has the ability to furnish normal municipal services to the area to be annexed and specifies the new city boundary lines in the ordinance text.
The annexation was adopted by roll call; council members recorded "yes" votes on second reading and the mayor declared Bill 48-11 passed. The ordinance will take effect as specified in its text.
