Wichita County approves $698,492 Digis Security Systems quote, amends 2025 budget

Wichita County Commissioner’s Court on Tuesday approved a $698,492.04 quote from Digis Security Systems to install external and internal security devices at the courthouse and annex, and to address a duress system for the LEC purchased in 2022.

Under the court’s motion, $485,383.60 will be paid from the courthouse security fund and $213,108.44 from general contingencies. The court also voted to amend the 2025 budget to reflect the courthouse-security-fund expense of $485,383.60; lines for the contingency payment were left to be determined by the county auditor. The motion carried unanimously, 5-0.

The court discussed the items in closed session under Texas Government Code §551.089, which permits deliberations about security devices, then returned to open session to take action. The presiding officer stated the action: "Approve the Digis Security Systems quote of 69849204 to be paid $485,383.60 from the courthouse security fund and $213,108.44 out of general contingencies." The presiding officer confirmed amendment of the 2025 budget to reflect the courthouse security fund expense; the court member speaking noted that the courthouse security fund is a collected fund used for security purposes rather than a general tax appropriation.

Commissioners recorded the motion as carried by voice vote, 5-0. The court did not record additional conditions beyond the auditor determining specific line items for charging the contingency funds.

The purchase authorizes the vendor to proceed according to the approved quote; procurement and accounting follow-up was assigned to the county auditor and appropriate departments for budget amendment and payment processing.
