Hoffman Estates Public Works committee signs off on storm-sewer design, road-salt purchase, EV pickups, turf contract and Village Hall roof

The village’s Public Works and Utilities Committee and the board approved five procurement and contracting items March 24: a design engineering agreement for a storm-sewer project on Nogales Lane, participation in the State of Illinois joint road-salt purchase for 2026, purchase of four EV pickup trucks for village use, a three-year turf-restoration contract, and replacement of the Village Hall shingled roof.

Staff said the Nogales Lane storm-sewer replacement is in the village’s multi-year storm-sewer improvement program; staff recommended awarding a design agreement to Baxter & Woodman (Baxter Woodman Inc.) of Chicago in an amount not to exceed $72,400 so the project can be constructed in 2026 alongside planned street work.

On winter operations, Public Works staff requested participation in the State of Illinois Central Management Services joint purchasing program for 3,400 tons of road salt for 2026. The village’s request, staff said, commits the village to purchase at least 80% (about 2,700 tons) of that amount and allows purchase up to 120% if needed. Public Works staff reported the village’s salt-dome capacity is 5,500 tons and currently holds roughly 4,100 tons; staff said the village has used about 3,000 tons so far this season. Kevin McGraw, Street Superintendent, and staff said a new pavement-monitoring technology helped crews manage callouts and likely reduced overtime this winter.

Trustees approved purchase of four Ford F-150 Lightning electric pickup trucks from Sutton Ford (Matteson, Ill.) through the State of Illinois joint-purchase contract in an amount not to exceed $210,372. Staff said the village secured an Energy Efficiency and Conservation Block Grant that will reimburse the village up to $150,000 toward the purchase. The vehicles will replace four development-services vehicles and village staff said plans are in place to expand EV charging infrastructure at Village Hall.

The board awarded a three-year (2025–2027) turf-restoration contract to Uno Mas Landscaping of Elgin, Illinois, low bidder, in an amount not to exceed $75,000. Public Works staff said the program uses black dirt and seed (not sod) for restorations after tree removals and parkway work; contractors will install matting and will water restorations only if requested—residents are sometimes asked to water during dry periods. Staff said outsourcing the restorations reduced resident wait times from months to weeks.

Finally, trustees authorized a contract for replacement of the Village Hall shingled roof to All American Exterior Solutions of Lake Zurich, Illinois, as the lowest qualified bidder, in an amount not to exceed $41,990. Staff said the shingled portion of the roof dates to the building’s original construction in 1982 and recommended the award based on bid review, materials warranties (one vendor offered a 40-year materials warranty) and reference checks. Staff estimated material delivery in about two weeks and one to two weeks of construction (weather permitting) and anticipated work completed by June 1 so it would not conflict with planned parking-lot work.

All items were approved by motion and voice vote with no nays recorded in committee minutes.
