Residents urge Sunbury to apply for Penn State local climate action program; deadline May 31

A group of residents, represented by Sandra Hine, asked the Sunbury City Council to apply to the Pennsylvania State University (Penn State) Local Climate Action Program, a one‑year technical‑assistance program funded by the Pennsylvania Department of Environmental Protection (DEP). Hine said the program would provide one or two Penn State students to help the city compile emissions data in the first semester and develop a climate action plan in the second semester using ClearPath software paid for by DEP for one year.
Hine told the council Sunbury is designated as a DEP environmental‑justice community and that neighboring municipalities have adopted similar plans; she said the program could open grant opportunities that require a climate plan. “The city has everything to gain and nothing to lose from this,” Hine said, offering to provide more information and local volunteers to help if the city applies.
Council members responded that they want the written materials. A council member asked staff to have the information sent to City staff member Bakker for distribution to council, and council agreed to invite a Penn State representative to present at either the next work session or the next council meeting. The presenters noted an application deadline of May 31 and said Penn State will notify applicants by July whether they are accepted.
Because the agenda item was submitted during public comment rather than as a formal council resolution, no vote was taken. Council members instructed staff to place the materials on the next work session agenda and to circulate the program materials to council members for consideration.
