Seattle committee recommends confirmation of six commission appointments to full council

The Seattle City Council Housing and Human Services Committee on March 26 voted unanimously to recommend confirmation of six nominees to city advisory bodies and will forward the recommendations to the full City Council meeting on April 1, 2025.

The committee, chaired for the meeting by Vice Chair Mark Solomon, recommended confirmation of two appointees to the Seattle Human Rights Commission (Amy Kate Bailey and James Munger), three appointments to the Seattle Women’s Commission (Julie Chu, Tali Mills and Nardos Tola) and the reappointment of Nancy Kathleen Sugg to the Pacific Hospital Preservation and Development Authority (PHPDA) Governing Council. The committee’s roll-call votes recorded four ayes and no opposing votes on each recommendation.

The Human Rights Commission and the Seattle Women’s Commission serve as advisory bodies to the mayor, the City Council and the Seattle Office for Civil Rights. The PHPDA governing council oversees an authority that funds health-equity efforts in King County.

Committee procedure: Vice Chair Mark Solomon moved to recommend confirmation of appointments 3095 and 3097 (Amy Kate Bailey and James Munger). The motion was seconded and the clerk called the roll: Council President Nelson — Aye; Council Member Rink — Aye; Council Member Saka — Aye; Vice Chair Solomon — Aye. The committee recorded the motion as carried and directed that the recommendation be sent to the April 1 City Council meeting for final action.

The committee then moved and seconded a recommendation to confirm appointments 3096, 3098 and 3099 (Julie Chu, Tali Mills and Nardos Tola). The same four members voted Aye on the record and the recommendation will be forwarded to the April 1 meeting.

Finally, the committee moved and seconded the reappointment of Nancy Kathleen Sugg (appointment 3100) to the PHPDA Governing Council; the roll-call vote again recorded four ayes and no oppositions and the recommendation will go to the April 1 City Council agenda.

Clarifications recorded during the meeting note that Julie Chu’s appointment will complete an existing term that began in July 2023; the committee confirmed she is filling a term left vacant when a member departed before its expiration. All three confirmation motions were procedural recommendations from the committee to the full council; the full City Council will make final confirmations on April 1.
