Committee advances bill to create registered tax-aid certification to Ways and Means

House Bill 2,338, discussed in a March 25 work session, would create a registered tax-aid certification issued by the State Board of Tax Practitioners. Committee staff said the measure replaces an earlier “certified tax aid” label with “registered tax aid,” sets education and experience criteria, allows the board discretion to accept combined education and experience where applicants do not meet the exact separate requirements, and clarifies disciplinary procedures. Staff reported a posted fiscal impact and no revenue impact.
Laura Cardokas, executive director of the Oregon Board of Tax Practitioners, described changes incorporated through the dash-3 amendment: allowing college education in lieu of a 40-hour requirement under dash-1, renaming the credential from CTA to RTA to address concerns raised by CPAs, and removing references to CPAs so the credential is administered by the Board of Tax Practitioners. Cardokas also clarified that any exam referenced in the bill would be administered by employers or training providers, not the board.
The committee adopted the dash-3 amendment by consent. Vice Chair Taichie moved the bill as amended to the House floor with a due-pass recommendation and that the bill be referred to the Joint Committee on Ways and Means by prior reference. Representative Ruperski said he would be voting “no” and Representative Reschke was recorded as “no” in roll-call entries; the motion nevertheless passed. The committee recorded that House Bill 2,338 as amended will be sent to Ways and Means.
