Committee staff summarized the draft dash 3 amendment, which would require an employer to provide an explanation of earnings and deductions at hire and to provide a plain‑language written explanation within 14 days of an employee's request (or as soon as reasonably practical but no later than 30 calendar days). The amendment allows explanations to be provided electronically and sets plain‑language standards; it also permits the Bureau of Labor and Industries commissioner to assess a civil penalty not to exceed $1,000 for violations.
Sponsor Chair Taylor thanked stakeholders and listed progress toward compromise; business representatives said they were still reviewing late‑night language edits but had agreed in principle to provide a plain‑language document explaining pay codes. Labor representatives emphasized the difficulty employees face deciphering complex pay stubs and supported a simple, readily available explanation to avoid confusion and reduce disputes.
Senators carried the work session over for another day to allow stakeholders and legislative counsel to finalize language. No vote was taken on March 25.
