Committee staff explained the underlying bill requires DAS to submit a report by Aug. 30 of each even‑numbered year; the dash 2 amendment would (1) declare an emergency, (2) change the report deadline to Jan. 15 of even‑numbered years and (3) appropriate $120,000,000 from the general fund to the insurance fund for the 2025‑27 biennium. The dash 3 amendment would also change the reporting date but would not include the appropriation.
Senator Weber said recent reporting and media attention have raised questions about the fund's ability to cover judgments and settlements and that if the state were required to pay all current judgments and settlements today the insurance fund could be insolvent. She told the committee she preferred the dash 3 amendment (reporting and emergency declaration without appropriation) but said the appropriation in dash 2 made the stakes clear.
A committee member noted the state's monthly obligations related to settlements are substantial (the member referenced roughly a $10,000,000 monthly outflow) and praised Weber's effort to increase transparency and oversight.
No vote was taken; Senator Weber and witnesses requested follow‑up work and the committee closed the hearing. Senator Weber said she supports the dash 3 amendment as the responsible vehicle for reporting and accountability.
