Senate Bill 904 would add school districts to the list of self‑insured employers eligible to seek an exemption from the rule that requires self‑insured employers to establish proof of financial ability with the director of the Department of Consumer and Business Services. Committee staff told members there is a minimal fiscal impact and that the bill previously went through the MLAC review process.
"Senate Bill 904 is brought to you by Senator Taylor," committee staff said during the work session, noting there were no amendments and no subsequent referrals.
After the staff explanation, a motion was made and the committee called the roll. The committee recorded ayes from Senator Hayden, Senator Pham, Chair Taylor and President Wagner; Senator Woods was excused. The motion passed and the committee chair said she would carry the bill.
The committee closed the work session on SB 904 after the vote. No amendments were adopted at that work session and the bill will proceed to the Senate floor with the committee's recommendation.
The committee did not identify any revenue impact; staff described the fiscal effect as "minimal."
