Engineering update: CSX reimbursement, Grand Street Phase 2 letting set, environmental review opens for Witt Road

City Engineering Director Kevin Kralik told the Lebanon Board of Works on March 24 that the engineering department moved several major projects forward as construction season begins.
Kralik said CSX has agreed to reimburse 50% of the cost of a jack-and-bore under its right-of-way that will connect the field house area to a sanitary ditch on South 39. "We finally got word back from CSX, and they have agreed to a 50% reimbursement on the cost of the jack and bore under their right of way," Kralik said.
Kralik also said Grand Street Phase 2 is preparing for construction. The city has an inspection contract in place, is completing constructability reviews with Crossroad Engineers, and is scheduled to let the project July 9. He told the board that the city received a funds allocation described in the meeting as a program for $306,306,720 for construction engineering; staff said they will request those funds closer to the letting.
On Witt Road, Kralik said the city received environmental approval and published the environmental documents at City Hall and the public library; the project now enters a public comment period before right-of-way acquisitions begin. He said the Big 4 Trailhead parking lot redo is tentatively scheduled to begin May 5, and that perimeter path work at Admiral Longley Park is slated to begin in April, subject to asphalt plant availability.
Kralik gave updates on neighborhood utility coordination, quoting and procurement challenges for Lido and Collier's Corner work, and ongoing utility relocation for the new interchange at State roads 52 and 65. He said work on Fordyce is advancing, with storm sewer installation largely complete and grading and paving beginning as underground work finishes.
The board asked and Kralik confirmed that the city is working with Lebanon Utilities on water main conflicts and with contractors to keep work moving despite higher-than-expected quote responses on some projects. He said the department will continue constructability reviews to prevent field issues and will return to the council when required for appropriations.
