Resolution 25-0302R — validating prior votes for conflict-of-interest instances: The council approved Resolution 25-0302R, which staff described as validating a set of past votes by a council member that were technical violations rather than acts of ill intent. (Counsel/staff characterized the items as routine bill payments and other non-bill-paying votes related to climate control.) Councilman Johnson moved the resolution and Councilman Nordstrom seconded. City staff said this is the city’s first "true affordable housing TIF" with price restrictions established by the South Dakota Housing Authority; staff recommended the waiver. Motion to waive the fee passed on a roll call with all voting aye. Outcome: approved (waiver of $1,000 application fee).
Pay request — Domi Construction (mill and overlay project): The council approved payment of $108,287.11 to Domi Construction to release retainage and close the mill-and-overlay project. Public Works staff said the work wrapped up last August and the payment clears remaining retainage after restoration work. Motion carried on roll call; all voting aye. Outcome: approved ($108,287.11 to Domi Construction).
Bills and payroll: The council approved finalized payroll and associated taxes for the indicated pay period and approved paying the bills. Councilman Liebauch moved and Councilman Ronain seconded; roll call showed one recorded abstention (Ward on one line item), otherwise all aye. Outcome: approved.
Consent calendar: The consent calendar (nine items including mobile-home-park licenses, a daycare license renewal, board minutes and a community event permit) was approved earlier in the meeting; two abstentions were recorded for a particular consent item (Ward and one other abstention was made note of).
