Granbury ISD board approves Bluebonnet OER transition plan for K–Algebra I math

The Granbury ISD Board of Trustees voted to approve the district’s Open Educational Resource (OER) transition plan for the Bluebonnet math program covering kindergarten through Algebra I.

Stacy Brown, who presented the plan, said the transition plan is required by the Texas Education Agency when a district adopts an OER curriculum. The district condensed the TEA template into a one‑page plan plus six summary slides, Brown said, and described four implementation goals: implementation fidelity, stakeholder investment, teacher practice, and student outcomes. She outlined a professional learning schedule: district coaches and principals will complete Bluebonnet 101 and research‑based instructional strategy training before the end of the 2024–25 school year, and all teachers in the adopted grades will be trained before the 2025–26 school year. Brown said the district will conduct quarterly campus visits and semester leadership support visits.

Trustees asked whether the plan covered all teachers; Brown confirmed it will cover K–Algebra I math only. She also said the student materials for the program carry no direct cost to the district — “the costs for student materials of this particular program is 0,” she stated — and that state reimbursement covers printing and related needs. Trustees also noted the district had evaluated other districts’ experiences and decided to adopt math first rather than both reading and math simultaneously to avoid overburdening teachers.

Trustee Wintherley moved to approve the OER transition plan; Trustee Alana seconded. The board recorded a unanimous vote in favor (7–0).
