Committee reviews attendance rules, minutes-based fund transfer and printing for lobbying trip

The committee discussed administrative matters including changes to public-comment procedures, statutory quorum rules for committees, initiation of a funds transfer, and printing logistics for an upcoming lobbying trip.

A committee member explained that public-comment procedures have changed so members can receive public comments electronically in advance and that attendees can join for public comment, but the committee cannot make decisions in that remote forum. The committee also discussed a proposed change to allow committee members to attend virtually twice a year but noted that the quorum requirement — including that quorum be met in person — is statutory and cannot be altered by the committee.

On finance, a committee member said she had received approved minutes and had initiated a transfer of funds; she told the group that the budget should show the change by the next meeting. "I received the minutes last week, so now is when I was able to initiate the transfer of funds," she said.

On trip logistics, members asked for printed materials for Tallahassee meetings. One member requested copies by April 7 and asked for 30–40 copies; another volunteered to make 40 copies. Members also discussed whether to include direct contact information for local advocates on the one-page briefing used during lobbying, and several said including named contacts (rather than only a generic office address) would speed responses from legislative staff.
