Lancaster County Council on second reading approved rezoning about 38.83 acres at 6872 Waxhaw Highway from the Rural Neighborhood District to the General Business District to allow a proposed flex-use business park.
Planning staff said the site is identified as an "employment center" in the county’s comprehensive plan and noted existing nearby general business zoning and infrastructure. Applicant Justin Blackhall said the parcel sits south of the Northern Panhandle and argued that local demand and traffic patterns make a business park appropriate; he described the proposal as flex space for professional and trade uses.
Blackhall told the council the property is cleared, bordered by power lines and a transformer station, has active railroad tracks nearby and does not abut residences that would preserve a rural character. The motion for second reading passed unanimously (motion by Mr. Graham; second by Mr. Neal), and the applicant said he will move forward with detailed site planning and TRC coordination if the rezoning stands.
Council did not place further conditions on the rezoning during the meeting and approved the second reading vote unanimously.
