Council approves first reading to add 10,000 sq ft to The Exchange development agreement to accommodate medical office

Lancaster County Council on first reading approved an amendment to the development agreement for The Exchange to add roughly 10,000 square feet of commercial space, a change county staff and the developer said is needed for a prospective MUSC medical office building.
Planning staff presented background on the original development agreement executed in 2021 and said Exhibit C sets a 105,000-square-foot cap on commercial space. Because Costco located at the site has attracted additional retail interest, Crossland/Crosby and Southeast requested the 10,000-square-foot increase. Planning staff described the requested change as a "moderate modification" that requires council action via ordinance.
Ms. Williams, planning staff, said the change is "less than 1% of an increase in square footage" for the overall project and that existing infrastructure work tied to Costco — widened roads and upsized sewer and water lines — means the additional 10,000 square feet would not require new major infrastructure. The applicant’s representative said MUSC has expressed interest in the second building and needs the extra space to locate a medical office.
Council members asked about traffic. Staff reported an updated traffic impact analysis performed after Costco and said the additional 10,000 square feet would add about 68 trips in combined AM/PM peak periods ("about 30-something in the morning and 30-something in the evening"), which staff said did not trigger further required roadway mitigation. The motion for first reading carried unanimously (motion by Mr. Luis; second by Ms. McGriff).
The amendment will change the commercial square-foot allocation in the development agreement and was presented as an ordinance for council consideration; the item passed on first reading with no recorded opposition.
