Senate urges Houston to build memorial pedestrian bridge for Milby High student killed by train, adds budget rider

On March 25, 2025, the Texas Senate adopted Senate Concurrent Resolution 25 recognizing the need for a pedestrian bridge near Milby High School in Houston and urging the Houston City Council to construct a bridge in memory of Sergio Ivan Rodriguez, a Milby sophomore who was struck and killed by a train in December 2024.
Senator Alvarado introduced the resolution on the Senate floor and described Rodriguez as “a dedicated sophomore with a deep passion for football” and said the student’s family asked that the legislature act so a similar death would not recur. Alvarado said she had met with the family and that the family intended to advocate for rail safety.
Senator Alvarado also said the Senate’s budget (the committee substitute for SB1 passed the same day) includes a rider to fund the pedestrian bridge. The resolution passed by voice and a recorded count of 31 ayes and no nays.
Senators and city officials referenced in floor remarks said the measure complements broader Senate investments in rail-grade separation and pedestrian safety included elsewhere in the budget.
