Rock Hill approves dispatch agreement with Winthrop University police

Rock Hill City Council on March 24 approved an agreement under which the city will provide primary dispatch services for Winthrop University Police.
Chief Watts presented the agreement and described it as a continuation and formalization of existing collaboration: the city will handle primary 911 and criminal-related calls for the university’s police department under terms that allow termination if necessary. Watts said the arrangement will be funded in part by Winthrop and that the department “work[s] very closely together now,” calling the agreement “good for both of us.”
When asked whether the city would need to hire additional staff, Watts said, “We could handle it, but we plan to move forward with from the NCIC side,” indicating the department expects to absorb responsibilities without an immediate new hire. The council approved the agreement by voice vote with no recorded opposition.
The agreement will take effect according to the contract terms and city staff will coordinate implementation with Winthrop University Police and the NCIC systems team.
