A consultant presented site plans, space-and-function drawings and proposed service contracts for a new Chilton County pet adoption center and asked the commission to accept the contracts pending legal review.
The presenter said he and a partner formed an agreement with Black Design Architects, whose principal Lance Black previously worked with the consultant on a Columbiana facility. The combined fee cap offered was a maximum of 6.5% of total construction costs: 5.5% for architecture and 1% for site design and planning. The architect agreed to credit $10,000 to the county in recognition of the preparatory work already done, the presenter said.
“Some of the other architects had not given any credit for all this work,” the presenter said, describing the prior design effort. He said the plans before the commission had been revised to reflect program changes the new shelter director, identified only as Christina, requested.
Next steps: the presenter said the contracts look acceptable from a layman’s standpoint but that the county attorney had not yet reviewed them. “We can pass this tomorrow night pending approval from our attorney,” a commissioner said during the exchange; the presenter confirmed he would send a copy to the county attorney (Ben Golden, named in the transcript).
