Board appoints Manatee Pocket subcommittee, approves $6,000 match for mosaic benches; hears library and Martin Arts grant updates

Martin County Art in Public Places staff presented several program updates, and the advisory board moved to appoint a subcommittee for the Manatee Pocket Mooringfield upland facility and to provide a $6,000 matching contribution for mosaic benches funded in part by neighborhood enhancement and civic-club donations.

Elise Rafa described the Manatee Pocket mooring-field project and the need to form a subcommittee to evaluate artist proposals and advise on design. Rafa proposed appointing artist Mia Lindbergh to the technical artist seat and recommended community representatives including a Neighborhood Advisory Council (NAC) member (to be asked, Karen Warden or Mike Wharton were suggested), Leonard Lee (Port Salerno NAC), Park Drive residents Terry Davis and Kim Singleton. Rafa said Davis had been closely involved in earlier mooring-field planning and is also a landscape architect.

A motion to proceed with Rafa’s recommendations—to appoint Mia Lindbergh as the mosaic/artist representative, to ask Karen Warden to serve as the NAC representative if willing, and to appoint Terry Davis as the community representative—was made and seconded. The board voted in favor (recorded as "Aye"); no individual vote tally names were recorded on the transcript.

The board also received a status update that General Services and Growth Management have finalized permits for the Hope Sound Public Library project and that a pre-construction meeting will set the definitive start date; staff said construction was hoped to begin in early April. The library work will include book benches and a mural call to artists once a start date is set.

Anissa Turrell, executive director of Martin Arts, presented a video and spoke about a painting-pavement proposal that would transform crosswalks, sidewalks and pedestrian zones with artist-led installations intended to promote pedestrian safety and community pride. Turrell said Martin Arts is a finalist in the Impact 100 grant process; five of seven finalists will receive $100,000 awards at the April 9 decision and two runners-up will receive $10,000.

Board members raised funding questions connected to mosaic benches and artistic bike racks. Staff said the Rio NAC had voted to use neighborhood enhancement funds along with a donation from the RIO Civic Club to pay for five additional benches; staff also showed the Art in Public Places budget and explained that, after planned 2025 projects, the program would carry over $64,000 into 2026 under one staff presentation and that separate figures cited in discussion included a $43,000 ending balance for 2025 and a projected $73,000 starting balance in 2026 depending on which items are spent (staff presented these numbers during the budget review). After discussion, a board member moved to match the RIO contribution with $6,000 from Art in Public Places; the motion was seconded and the board voted in favor (recorded as "Aye").

Because the $6,000 motion passed, staff said they will coordinate with Rio NAC and the civic club on next steps and maintenance arrangements for the benches. Staff and board members also discussed ongoing maintenance responsibilities (noting that artist Mia has done maintenance historically for prior benches) and possible future priorities for the AIPP program.

No litigation, regulatory citations or statute references were discussed. Staff will follow up with the subcommittee appointments, the Hope Sound pre-construction schedule, and return to the board with specific partner agreements for higher-cost items.
