The Winter Haven City Commission on March 19 adopted Ordinance O‑25‑05 to rezone a 4.89± acre parcel at the southwest corner of Dundee Road and Overlook Drive from Industrial Light (I‑1) to Commercial‑Highway (C‑3).
Economic Opportunity and Community Investment Director Eric Labbe said the applicant, Avid Group, intends a three‑lot commercial subdivision consistent with the city’s mixed‑use corridor future land‑use designation and described the rezoning as a down‑zone from I‑1 to C‑3 that does not increase the property’s development potential under the comprehensive plan.
Labbe said site‑specific traffic impacts will be analyzed when the developer submits a site plan. “When the proposed development comes in for actual site plan review and development, at that time the traffic impacts for that development will be analyzed, and any improvements necessary to the roadway would be made at that time,” Labbe said.
Commissioners discussed a packet of traffic‑accident reports for the intersection. Labbe and city staff said some reports dated back to 2021 and that the State Road 542 (Dundee Road) improvement project completed in April 2023 includes a fully signalized intersection at Overlook Drive and Dundee Road; staff declined to speculate on accident trends without a comparative analysis.
No public speakers addressed the rezoning at the planning commission hearing, which recommended approval on Feb. 4. On second reading the commission approved O‑25‑05 by voice vote and adopted the ordinance.
The zoning change takes effect as provided by city code; site plan review and permitting will follow before construction.
