Committee advances plan to vacate West Palm right‑of‑way to consolidate parcels for wastewater plant and Orleans Park

A Perrysburg committee voted to advance an ordinance to vacate a stretch of right‑of‑way along West Palm Street (the Green Lane area) and to replat the affected parcels so the city can consolidate land for wastewater treatment plant expansion and future Orleans Park development.

Planning staff explained that the current parcel configuration contains many small, oddly shaped lots and that the wastewater treatment plant operates across multiple parcels, creating difficulty complying with zoning setbacks and adding costs for infrastructure projects. Vacating the specified right‑of‑way would allow the city to dissolve internal parcel lines, replat the area into larger consolidated parcels and create a single parcel for the wastewater plant and others for park development.

Staff said the city will be the applicant for the vacation petition and must pass a street vacation ordinance before surveyors can finalize the replat. A two‑step process is required: (1) ordinance to vacate the right‑of‑way, followed by (2) a replat/recording that consolidates parcels and defines a new right‑of‑way alignment.

Survey work is ongoing. Staff proposed a public hearing at 6:20 p.m. on April 1, immediately before the City Council meeting, and to present the ordinance at the April 1 council meeting (with the option to hear the ordinance on April 15 if members prefer a later schedule). Committee members agreed to advance the request so survey and platting work can proceed; the transcript records a committee motion, a second, and a committee tally indicated in the record as “3 0 2,” which the committee characterized as advancing the proposed vacation with plats.

Officials said the consolidation should reduce long‑term project costs for wastewater facility improvements that must meet Environmental Protection Agency requirements and will also simplify property management and permitting related to the Orleans Park master plan. Staff noted the project will require additional survey, engineering, and subsequent council approvals before construction or park work can begin.
