The Saint Joseph School District Board of Education voted to adopt "Scenario 2," the benefits broker Lockton's recommendation for the district—s July 1 health-insurance renewal, after a presentation from Lockton representative Matt Tritz and district staff.
Lockton projected a market-driven increase for 2025-26 and presented four scenarios. Matt Tritz recommended Scenario 2 because it lessens the impact on employees enrolled in the PPO and the high-deductible HSA plans while placing a substantially larger share of the increase on the EPO membership; about 20% of employees are in the EPO, 35% in the PPO, and 45% in the HSA, the broker said.
"My recommendation is scenario 2," Tritz told the board during the benefits presentation.
The board recorded a roll-call vote. The motion to adopt Scenario 2 passed with six yes votes and one abstention (Rick Gehring), with board members Mike Moore, Kim Miller, Ronna Chesney, Whitney Lanning and Latonya Williams voting in favor.
District impact and rationale: Lockton estimated the district—s net plan cost would rise by roughly 6% under Scenario 2, and that distributing increases in this way minimizes costs for the larger PPO and HSA memberships while shifting proportionally more of the increase to EPO enrollees. Lockton and district staff said keeping the EPO an option for one more year would ease employee transition and preserve choice while the board evaluates longer-term plan structure.
