Committee staff read substitute House Bill 1066, which would require the Liquor and Cannabis Board to consult with the Department of Health and the Health Care Authority to publish specified information on LCB’s website and update it annually. The data list includes compliance rates for sale of regulated substances to persons under 21, counts of citations issued, Health Youth Survey results and certain health and financial metrics.
Supporters said consolidating data at LCB into a single public dashboard would improve planning for prevention coalitions, law enforcement and public‑health partners. Caitlin Ryan of the Cannabis Alliance said the industry supports transparent reporting but urged that the dashboard include market and sales data in addition to prevention content so that policy makers and the public can see the full market context. Scott Waller of the Washington Association for Substance Abuse and Violence Prevention said a prototype dashboard aggregated LCB data from multiple sources into a usable tool and encouraged passage.
Committee staff said implementation must be done within existing resources and that if required data are not already collected, that could change the fiscal implications; the current fiscal note shows no fiscal impact assuming available data. No committee vote was recorded.
